'It just surfaced (at this time)'. This suggests that it was unexpected. I would appreciate a full paragraph or at least a little bit more background information. I think I could help if I knew a bit more about whatever it is that this 'theme' is and how the 'timing' is relevant.

At the moment, the best I can do is:

'The prepared theme' or possibly 'the developed theme'

Most sources seem to indicate that 'prepare' or 'train' are the most commonly used meanings.

a theme that has been arranged

仕込まれた is like being arranged or organised.

Although 漢字 is different, I'm pretty sure that 仕込まれた comes from 仕組む. http://dictionary.goo.ne.jp/jn/95382/meaning/m0u/

If the theme is an unfavourable one, you can use "set up". Otherwise, "arranged" or "organised" would be fine.
