This is from an interview with a département chief on the French coast regarding the construction of an offshore wind farm in his département.

I have put: "which implies that everybody must have a stake in this transition."

"Il faut que nous puissions dépasser un certain discours écologique culpabilisant pour au contraire favoriser une écologie positive, qui implique que chacun soit acteur de cette transition. La meilleure énergie est celle ...."

Agreed - or "should all be stakeholders"

Virtually the same as your "stake", being a stakeholder is a popular term and is a little more like "acteur" I think

neutral chris collister : I have an irrational phobia about "stakeholders", along with "level playing fields" and "thinking outside the box". It's not necessarily wrong, I just don't like it!

I have the feeling that is is about more active involvement that just being a stakeholder. It would of course depend on the rest of the text.

At the start of the sentence, tere is "nous" which, in my opinion, indicates that the "chacun" actually means "every one of us". Variations upon a theme are possible, but I would go for an "of us".

Also, just to make it sound less French, there is absolutely no need whatsoever to render "cette transition" by "this transition". In English, "this" would be used for emphatic reasons, which I see no reason to adopt here.
