Dizer traduzo como saying, pois caracteriza o ato comunicar ou enviar uma mensagem, fazendo contraponto com speaking = dizendo, pois entendo que na ação do verbo speak há o ato mesmo de falar ou escrever.

I just remembered this very British expression I have often heard. The insertion of "but" should not corrupt the meaning, as this is a fixed expression.
