Spanish term

institutos y servicios de promoción, investigación y desarrollo

Spanish to English Other Economics Economic thesis paper (state-owned enterprises in Chile last century)
I'm translating this paper about state-owned enterprises in Chile last century and this phrase appears in this text:

"En su conjunto, para fines del decenio de 1960, había una diversidad de organizaciones en manos de distintos ministerios, en tanto que CORFO contaba con institutos y servicios de promoción, investigación y desarrollo en varios sectores de la economía."

I don't usually render "promoción" literally as "promotion" and there's no reference throughout the paper about "servicios de promoción." My thought is "institutes and service providers of advertising, research and development," but I doubt that [TV] advertising was a thing during the 1960s.

Thoughts on this?

@Seth Advertising was very much a thing in the 60s in LA and TV was very accessible in all big cities. Just a matter of not assuming and doing a bit of research ;-)
Muriel Vasconcellos Sep 10, 2016:
@Seth Yes, I traveled in Chile in the 1960s several times and they had TV there, too.
Seth Phillips (asker) Sep 10, 2016:
Thanks Muriel, very interesting to know. I was doubting mainly because my guandparents just got TV around the 40/50s and that possibly TV was not accessible in Latin America until later. Hopefully someone who has lived in Chile during that time can elaborate on Chilean TV advertising.
Muriel Vasconcellos Sep 10, 2016:
@Juan Carlos Early TV in the 1960s??? We had color TV in the 1960s and TV wasn't much different from what it is today. People had TVs in their homes in the early 1940s.
Muriel Vasconcellos Sep 10, 2016:
@Seth I'm here to tell you that TV advertising was alive and well at the end of the 1960s - and the 1950s and the 1940s for that matter. The only change has been that there were more restrictions back then - for example, ads for prescription drugs and medical services were not allowed, and the ads took up a smaller percentage of viewing time. I moved from the U.S. to Mexico City in 1971 and there were even more ads on Mexican TV, like 60% programming and 40% ads - which is what we have in the U.S. today.

institutes and services for advancement, research, and development

Note from asker:

institutes and services of marketing, research and development

I agree with your line of thinking so this is my best suggestion. In this context I think marketing would include both promotion and advertising (which in the 1960s could have been very early tv, or certainly radio, newspaper etc). A marketing department/institute is what this would mean.

Marketing here being: "the process or technique of promoting, selling, and distributing a product or service" (see link below), so an institute/services that do that.
Peer comment(s):

agree Muriel Vasconcellos : But I would say 'for marketing...' See my note about your assumptions about TV in the 1960s. *Not* "early TV"! You're 20 years off. Programming in the 1960s was very similar to what we have today.

disagree P Forgas : this has nothing to do with marketing

bodies and offices for the promotion, research and development

Another suggestion.

I understand "institutos" as "bodies" and "services" as "offices"

Marketing, research and development institutes and services

Same content, different syntax:

"... CORFO had marketing, research and development institutes and services in several sectors of the economy..."

PS: I agree with Anna, in that "institute" may not be 100% appropriate, as it usually refers to an official body. However, my gist is the same.

NB: I meant to enter "promotional, research and development institutes and services", I don't know how "marketing" got there. Maybe I noticed it in Juan Carlos's suggestion...
Sorry!

disagree P Forgas : marketing is a bad idea

You're right. I don't know how that crept in there. My bad...
