Economic thesis paper (state-owned enterprises in Chile last century)
I'm translating this paper about state-owned enterprises in Chile last century and this phrase appears in this text:
I don't usually render "promoción" literally as "promotion" and there's no reference throughout the paper about "servicios de promoción." My thought is "institutes and service providers of advertising, research and development," but I doubt that [TV] advertising was a thing during the 1960s.
Thoughts on this?

institutes and services for advancement, research, and development
Note from asker:

institutes and services of marketing, research and development
I agree with your line of thinking so this is my best suggestion. In this context I think marketing would include both promotion and advertising (which in the 1960s could have been very early tv, or certainly radio, newspaper etc). A marketing department/institute is what this would mean.
Marketing here being: "the process or technique of promoting, selling, and distributing a product or service" (see link below), so an institute/services that do that.

: But I would say 'for marketing...' See my note about your assumptions about TV in the 1960s. *Not* "early TV"! You're 20 years off. Programming in the 1960s was very similar to what we have today.

bodies and offices for the promotion, research and development
Another suggestion.
I understand "institutos" as "bodies" and "services" as "offices"

Marketing, research and development institutes and services
Same content, different syntax:
"... CORFO had marketing, research and development institutes and services in several sectors of the economy..."

PS: I agree with Anna, in that "institute" may not be 100% appropriate, as it usually refers to an official body. However, my gist is the same.

NB: I meant to enter "promotional, research and development institutes and services", I don't know how "marketing" got there. Maybe I noticed it in Juan Carlos's suggestion...
Sorry!

Note from asker:
