Difficile de comprendre le rapport entre le titre et le texte, sauf si cette épisode démarre quand le client, Melgom, paie sa note à la réception. et que les ennuis commencent pour le gérant de l'hotel. "La note" aurait alors un sens métaphorique.

If not, then I suspect this is 'billing' in the sense of 'affichage' — this short description is how the sreis is being / has to be 'billed'

I see no "billing" in your quoted text. Do you mean that "Billing" is the title of the series and that is what you ask help for?
Also, the last sentence of the text you quote is very strange. Is that in the text itself?
