no excluye/quita la posibilidad de que (el sujeto) tenga antecedentes penales

Debe haber varias formas de decirlo. La que se me ocurre por el momento es «Esto/lo anterior no quita la posibilidad de que el sujeto/individuo tenga/registre antecedentes penales en el sistema (judicial) estatal o local». Al menos así dirían por estos lados.
