I agree with the rule that it's considered tacky in English to thank someone in advance, but I also think it sounds imperious to say 'xx are kindly requested'. When I hear that expression I always cringe. It may be a UK-US difference, but to me it just sounds haughty and demanding, as if the other party has no choice.

: Where I live (UK) "...are kindly requested" is perfectly normal and acceptable (and not haughty); your suggestion is not "wrong" but it is wordy

The "wordiness" softens the request. It's even taught in secretarial schools. 'Kindly requested' borders on being rude in the U.S. But that doesn't surprise me, as my UK friend often says things that she doesn't realize are rude here.

"kindly request" is more gentle than "request," and sounds to me like the difference between "les pedimos" and "se les agradecemos"; also, when directly requesting someone to do something, it is "request that".
