Japanese to English Law/Patents Livestock / Animal Husbandry
Again trying to find the "official" translation if there is one.
The original document is at http://www.maff.go.jp/aqs/hou/pdf/17-607_25-889.pdf
This one, I have tentatively translated as "(Livestock)Notification No. 5217 of the Director-General, Agricultural Production Bureau of December 27, 2011"

I'm not sure where 生畜 fits into the overall phrase.

Thanks for any help.

生畜

I agree with "multiverse": 「生畜」is an abbreviation of the full title of the government office that created the document, the「農林水産省生産局畜産部」, and「生畜第5000号生産局長通知」is a reference for identifying that document. So, I would put 'SeiChiku'.
The same occurs with some high school graduation certificates (documents created by another government agency), for example, 「北高証第○○号」, which is an abbreviation of 「北陸高等学校証明第○○号」: in this instance I would put "HokuKoSho No. XX" as it is an identifying 'code', rather than a name that needs to be translated for its meaning.
