Having great difficulty with the term 'utter' - appears to be a fishing aid that looks like a mini catamaran (see link). Any ideas what this is in English?

"Planer board fishing" eller "planer board trolling" verkar motsvara fiskemetoden med utter. En bild-googling ger många träffar på fiskeredskap av samma typ och i många varianter.

: Yes, after finding pages in both Norwegian and Danish about "oter" or "oterfiske", it seems that a planer board is comparable to "utter".

Can't say I've ever hear about this, but I found a reference to 'utterbräda', whichl led to this https://archive.org/details/otterboarddesign034863mbp.

: size might be an issue. I saw "stålbord" for "Otter board" in EU legislation. It may be that Swedish uses a different term for the small ones.

Instead, it seems to get bundled with all sorts of obviously questionable fishing techniques, like the use of firearms. I think you should have simply followed the link from the second image in your reference:
