It is a title for the following:

Notwithstanding Exclusion (1) hereon the Insurers agree to provide indemnity to the Insureds (i) and/or (ii) in the Schedule against injury or physical loss of or damage to material property from:

1. delivery or collection of any goods to or from any vehicle;

2. loading or unloading of any vehicle;

A contingent liability is one depending on some future event that may or may not occur. We don't know enough about this policy to know why this is contingent. What does exclusion 1 say - is it something like "this policy does not cover motor vehicles"?

section 18 – contingent liability
" The indemnity granted by Section 1 shall extend to
apply in respect of liability incurred by the Insured
arising out of the use of any private car not owned or
provided by the Insured while being used with the
permission of the Insured in connection with the
Insured's business by any person in the employ of
the Insured..
."
