Services sector: Public lighting in the services sector is best addressed by regulatory measures. THowever, the time needed to implement them and the relatively long life of bulbs means that capturing the full benefit of this cost-effective measure will take quite a long time. Therefore, financing part of public lighting projects appears to be a feasible option, possibly in combination with the ESCO concept. In the services sector, subsidies from the Fund could also be given to energy audits of non-designated organisations.
