About the book of Proverbs
Proverbs 1:1–7
Title, Goal, and Motto. Although perhaps originally written as the prologue to the first major division of Proverbs (1:1–9:18), these verses now ***effectively*** introduce the reader to the entire book in its final shape. After the title (1:1), there is an introduction that describes the goal of the whole book (vv. 2–6) and the motto that underlies every instruction in the book (v. 7). This enables one to read the book properly.
Does it mean "in effect" or "efficiently" here?

"in effect" is not quite the same as "in fact".
Here, it means that these verses have the effect (or practical purpose) of acting as an "introduction"although they were "perhaps originally written as a prologue"
