neutral Robert Forstag : I think that it is the "facturacion" that is pending here, and not the "saldo." In any event, I'm not sure what the meaning of "pending balance" would be (i.e., how does a "pending balance" differ from just a plain old "balance"?).

Further context would help. Speculating that "Orden" should be "Orden de compras" (PO). Depending on the context, could also use "in the invoiceable amount of US$ XXX."
