How do I translate the above expression. It is an entry in a table. Is 20%-40% the right translation? I presume 20%超 means more than 20% (not inclusive of 20) and 40%以下 means 40% or less ( inclusive of 40). Am i right?

You understood it correctly. One way to put it is "over 20% but no more than 40%". Over/more than/exceeding ... for 超.
