A bank or financial institution shall not, directly or indirectly, except with the prior written approval of the Bank of *** and on such terms and conditions as may be prescribed, grant or permit to be outstanding any secured or unsecured advances to -
its directors, whether such advances are obtained by them jointly or severally;
