I think some are correctly spelled, and it means outstandings, and others should be en cours, in progress - for example chantiers en cours. But it's not always clear which is which, and I'd ask the client to confirm this.

There are some odd things about the source text, spelling seems to be one them.

The spelling is a bit an issue as it is either:
En cours :pending-ongoing-current or
Encourus:incurred which is less probable.
