A cool, dark storage room
冷暗所 is a "cool, dark place" in my dictionary, so it seems to me this probably means a storage room that is cool and dark but not necessarily like a fridge or freezer, whereas 冷凍倉庫 is cold storage.

Compared to 冷凍(freeze)倉庫, 冷暗倉庫 stores the goods in dark, cool atmosphere, and also, where humidity is maintained (unlike refrigerators or freezers, which may also dehydrate the goods). for this reason, it is mostly used for storing vegetables or fruits.
