\"massimale degli impieghi\"

Italian to English Bus/Financial Finance (general)
"se l’economia si surriscaldava, lo Stato interveniva con strumenti di tipo quantitativo, come il massimale sugli impieghi."

I understand that "massimale" is the upward ceiling and "impieghi" stands for the total amount of loans a bank has granted at a given time. I am looking for the specific Economics term to describe this concept. It should be into British English.

Is the Bank of England British enough? In financial language a "cap" is an upper limit, while its opposite, a lower limit, is a floor. It is widely used also by financial journalists.
