This is from a chart for an ILO paper on youth employment in Argentina. "AUH" refers to the cash-transfer plan for each child in a poor household.

My question is the difference between "beneficiarios" and "titulares". Beneficiaries and plan holders? Is there a better term? Thanks

benefit claimants

In this context it probably means the parents or guardians (claimant) of the children (beneficiaries) who are eligible for the benefits.
In the US, I believe (not sure) they are called entitlement recipients.

Or perhaps recipients is another name for beneficiaries.
