This is a term used in the Pla Nacional de Lectura 2012-2016 in the following forms in relation to the figure of the author.
El Pla nacional de lectura 2012-2016 està plantejat de manera transversal perquè abasti tant la promoció de la lectura com la recuperació de tots els agents de la indústria del llibre, i s’estructura al voltant de tres grans eixos: l’autoria i la prescripció, l’obra i els lectors.
L’autor i el prescriptor és el primer eix, concebut per incidir en tres objectius bàsics: figura de l’autor i la necessitat de reconèixer i prestigiar-ne el rol social;

It appears to be used in this context to mean the person or agent promoting the work (publishing house).
I'm sure you'd find lots of examples in Catalan of prescriptor being used to mean the agent promoting the event, object, etc.

: True Berni, but not sure it's only the agents. It could also be the more general type of "prescriptor" who could be well-known figures who praise the books in question, to achieve the "acknowledgement" and "prestige". (BTW, glad you found the G.Syrup)

I agree. I guess I didn't make it clear that Agent included anyone doing the promoting. BTW Do you have anything to do with my finding the G.Syrup ;) Or do you just frequent the same site :)
