The pink parts are faying surfaces.

The faying surfaces are partly flanged to protrude outwardly.
The faying surfaces have an outwardly flanged part.

I think "flanged to protrude" is redundant, because "flange" itself means "a projecting rim."
I wonder if the second one sounds fine.

付け合わせ面の話なら、はみ出している部分が「外側に」突き出ているのは当然なので、「外側に」は訳す必要ないでしょう。また、文面から「一部」がフランジの一部ではなく、突合せ面の一部(即ちフランジを形成する外側部分)に見えるので、「一部」も訳出不要と思います。
