My Beidbegger Tech. Dictionary offers "picolete" (with an "e) as "staple", but unless we are talking stapling cables together or similar, it seem logical to suppose that the plaster/render finishing describd would usually done with a trowel (or similar implement).
Tool names vary a lot by region or user...

A "similar implement" could be a plasterer's pick, although I didn't find many refs for that, apart from this:

Lo mismo en la consulta de "vitroseta" (Oración en español, más contexto y cambio de field).
Which way are you translating? en-es or es-en? And if it's en-es, are you sure that 'picoleta' is a Spanish term?
