The word order is what's confusing. This is in a remark noted in a birth certificate. Here goes part of the text:

"... conforme termo de casamento n° [...] do Cartório do 1° Cartório do 1° Tabelionato de Notas Protesto de Letras e Titulos e Registro Civil, Embu Estado de SP [...]"

My thought is something like " ... as set forth in this marriage document No. [...] recorded under the protest notary method by the notary public of the Civil Registry Office in Embu, SP"

In Brazil, notary's offices are in charge of both the civil registry and protest in case unpaid overdue payments

The name of the Notary Offices vary from country to country. Thatá why I prefer to leave it in Portuguese followed by an explanation in brackets.
For example, in Portugal they use a different name:
