neutral Vladimir Zakharov : Which? In which sense? Upd. I mean, as far as I know, "which" cannot act as an "inanimate replacement" for "whose". See eg http://thewritepractice.com/whose-vs-which-inanimate-objects... as well as David's comment below

Of course, a central or local executive authority consists of people, but I'm not sure whether it should be considered animate or inanimate per se.|In similar discussions nobody asserts that using 'which' is WRONG. It's using 'whose' that's deemed OK.
agree David Knowles : "whose terms..."//"whose" here is a relative possessive, and "which" is never a relative possessive - it's a relative pronoun! See Swan's Practical English Usage.

Thank you, David!|Thanks again, David. I don't argue, but I would like to see any authoritative source on English Grammar that prescribes using 'whose' and prohibits using 'which' in such contexts. :-)

OR rephrase: “… under whose jurisdiction государственное предприятие или доля государства в уставном капитале юридического лица fall…” = a bit labored, though, I admit.

I’ve seen the word “jurisdiction” used very loosely, not necessarily in strictly legal contexts.

Не думаю, что этот орган исполнительной власти непосредственно управляет этим предприятием или долей собственности. Скорее, этот орган надзирает, контролирует деятельность, состояние дел, проводит аудит, т.е. "ведет" эти предприятия.
