For example, the article states that:
ن إتاحة إنابة المحامي أمام باحث البداية تمثل تكريسا للمبدئين الواردين بالفصل 27 وهما البراءة المفترضة والمحاكمة العادلة

As far as I can tell, باحث البداية is some kind of security official who oversees the remand (pre-charge detention) of suspects or plays a part in investigations.
