Norwegian term

hefte

Norwegian to English Tech/Engineering Construction / Civil Engineering Zoning plan
Hi, I'm having difficulty coming up with the correct English translation for hefte in the following context. Thanks for your help!

For de infrastrukturanleggene som XXXX kommune skal overta fra utbygger og som blir liggende på privat grunn, skal det foreligge en tinglyst erklæring som hefte på berørte eiendommer.
Proposed translations (English)
3 +1 security
4 -1 lien
4 -2 booklet

Discussion

Norskpro Jun 22, 2015:
Security fits better than lien. Lien is a right to keep possession of property belonging to another person until a debt owed by that person is discharged. This is not about being owed a debt. I understand this as: XXXX have bought buildings from a developer and want it officially registered that these buildings, constructed on private property, belong to XXXX.

I am not sure about this, but if according to the reference hefte = pant i eiendom, this is my suggestion. See HE in the reference.

Pamphlet or brochure are two other alternatives.

Pretty sure.

tinglyst erklæring som hefte - notarized declaration as security? Might work, but I still like lien better.
