I understand your line of reasoning. One thing I think we can all agree on is that this figure is poorly drafted. There should be no ambiguity in a drawing like this: any intelligent person with some related knowledge should be able to look at it and work out exactly what is going on. That's clearly not the case.

Rightio. It may be just a shaft-end bearing, which the drafter could assume everybody understands by using 軸受け. I couldn't guess why he/she called what seemed to be just a cover 軸受け and thought it really meant bearing, which probably is located inside the cover.

I agree that 図の「ベアリング」 indicates the balls themselves, but skeptical that the call-out really refers to a part closer in than appears in the picture. And, location apart, I don't see any reason to assume a priori that it is a thrust bearing. The question I would ask is why, if it is a thrust bearing, the drafter of the diagram did not use スラストベアリング or スラスト軸受, both of which are common terms.

もしかして、図の「ベアリング」は個々のボールを指し、「軸受け」は図にあるよりも実際には内側を指していて、そこに所謂「ベアリング」があるのではないでしょうか？

Sometimes tricky to get the right wording A common problem with many search terms - you search for ABC and get CAB or BCA etc. In this case I suggest you try '"bearing shaft"' in Google, as this nets me 349,000 hits, including several suppliers of materials for bearing shafts, both ball and linear. bearing shaft... I admit ignorance of this term. Looking for a definition of it everywhere, but in vain. All entries claiming to know turn around and define 'shaft bearing' instead ! :-)

現在一緒に働いているアメリカ人技術者によると
cap, bush, shaft retainerあたりで解るのではないか。
ただ、この部分にベアリング（玉）が使われているのかどうかで訳語が変わるかもしれないとのこと。

Bearing shaft

Normally the terms 軸受け (or 軸受) and ベアリング are used interchangeably; see the referenced JBIA page for example. However, it does look as if there is a deliberate - albeit poorly worded - distinction being made here. Recalling that the 軸 of 軸受 is basically an axle or spindle, I would translate 軸受け in this specific case as "bearing shaft" and ベアリング as "bearings" or "ball bearings".

Another answer posted suggests that this could be a "cap" or "shaft retainer". For me the issue is whether the call-out in the drawing is indicating just the tip of the part or the whole thing. If the intention of the drafter of the diagram was to indicate only the tip, there is a case for "cap". To me, a retainer is more likely to be a circlip or a locking ring of some kind, so I would be more skeptical of the other suggestion of "shaft retainer".

If you think - as I do - that the call-out indicates the whole assembly rather than a small piece of that assembly, then I suggest that "bearing shaft" is more likely.

シャフトのエンドカバーを指しているように見えるので end cover/cap で良いのではないでしょうか。少なくともシャフトは指しておらず、ケースのなかでもシャフトの先端部分用を指しているように見えます。
