This is a tax office located on the Anatolian side of Istanbul. Its function is described on its own website:

"Rıhtım veraset ve harçlar vergi dairesi süreksiz yükümlülüklere bakan (Veraset ve intikal,Tapu ve İskan ve MahkemeHarçları,İdari Para cezaları, Kabahatler kanununa göre düzenlenen para cezaları , Ödenmeyen öğrenci kredi borçları v.s.) vergi dairesi olup, faaliyet bölgesi İstanbul Anadolu yakası olup aşağıdaki Tuzla Bölgesi, Pendik Bölgesi, Kartal Bölgesi, Maltepe Bölgesi, Kadıköy Bölgesi, Üsküdar Bölgesi, Ümraniye Bölgesi, Sultanbeyli Bölgesi, Beykoz Bölgesi, Adalar bölgeleri kapsamaktadır."

What I can't decide is whether to treat this as a proper noun, and use:

Rıhtım Veraset ve Harçlar Tax Offıce

in the translation, or whether to translate the components of the name, e.g.:

Wharfage, Inheritance and Dues Tax Office (I would use 'wharfage' for 'rıhtım' because I think it is clear we are talking about the charge for using the wharf).

Given that 'Büyük Mükellefler Vergi Dairesi' is generally rendered as 'Large Taxpayers Tax Office', I am inclined towards the second option above, but I am not 100% certain. I would be happy to hear other people's ideas. Thank you.

Rıhtım You are right, Mr. Drayton. "Rıhtım" is the name of the quarter in Kadıköy, Istanbul, at which this tax office was once located.

Rıhtım Ah, so Rıhtım refers to the location in Kadıköy, does it? The office is now located in Ataşehir, I think - so was this the old location? This use of 'Rıhtım' makes much more sense. Thanks.

Hi Tim, I would translate as Salih Bey suggested, but in the first instance in the text I would put the original phrase right after the translation in parantheses and thereafter use merely the translated form

Hi Tim, Only first word "Rihtim" is to be considered as a Proper name, Just Like Heatrow Air Port, JFK Airport, Kale Lock etc.

Rıhtım Inheritance Tax & Duties Office

"Rıhtım" is the name of the quarter in Kadıköy, Istanbul, at which this tax office was once located.
I think that "Inheritance Tax & Duties Office" would be a better expression. Just my two cents.
