It's simple. Your have a суд, district or intermunicipal, or iderdistrict, or appellate, or higher -- a courthouse populated by janitors, judges and junior clerks, all bossed by the CEO -- Председатель суда.

On the other hand, You have a court -- a panel hearing a case -- trial (single juge or a judge plus a jury, appellate (usually a panel of three) etc., with the Председательствующий cудья on the bench.

I simply do not know enough about how Russian courts are organized to answer that. Where I live, the difference you are talking about is pretty much nonexistent, at least as a practical matter. Personally, unless specifically instructed by the lawyer I work for to translate verbatim (which is often the case, and in this particular instance would resolve the issue with some abomination like "the management of the judge corps"), I tend to convert bad original language to something more palatable to the target audience (that's the man of letters in me speaking, I guess). In this case, it seems that saying that most presiding judges are men would do the job, wouldn't it?

True. Trouble is, how to discriminate between a "court" as the ad hoc proceeding body (chaired by a presiding rank-and-file judge in the house -- females included, and a "court" chaired by predsedatel (usually a man) holding court over, say, 10 to 15 staff judges, such as at, say, the Basmanny Intermunicipal Court.
Any idea? ("Courthouse" was the first thing I though of. But then, if you take out "chaired" and insert "run" instead, it might play. What do you say?)

Evgeny, Moya agrees with every word of what you said, except that courts, rather than courthouses, are chaired by men. Courthouses get occasional paint jobs and have leaky roofs patched. Or better yet, why not simply say that all presiding judges are men?

Речь идёт о председателях судов. Т.е. о должностях и замещающих их лицах. Кроме председателей, в судах никаких других руководителей не бывает. Ни лидеров, ни председательствующих судей (это в заседании только председательствующий), ни ведущих судей -- ни в судах, ни в "судейском корпусе" нет. Матчасть и ещё раз матчасть.
Предложение сляпано на смеси канцелярита и журналюжных штампов с целью сделать красиво и в то же время убедительно, "в стиле чемпиона", "акулы пера", в то время как смысл (для знающих хотя ты структуру судебной системы, не говоря уже о знании реалий) банально прост: председатели большинства судов -- мужчины. Всё.
Другой вопрос, как это перевести. Одна проблема состоит в пресловутой политкорректности с его дурацким chairperson (как и personhole).
Другая --в том, прокатит ли у клиента или редактора ли простой, как мычание, эквивалент: Most courthouses -- on/of all levels -- are chaired by men. Всё. Можно ещё попытаться обыграть компонент "man" в слове "chairman, но у меня вдохновения сегодня нет.
