@Asker That doesn't seem to be proper English to me... "issued in systemic" returns three google results, and in two of them it's used as an adjective "systemic thinking" / "systemic data"

Either it's the name of a Software system "issued in Systemic", or there's a word missing, or it's been improperly converted from a PDF... either way, I'd ask the client.
