This is one of the inactive ingredients of an OTC Kampo drug, I guess it maybe maltodextrin or Maltose. Is my guess good?

The substance is apparently in the form of powder, but the "powder" part is not essential and thus can be omitted. See 「アメ粉」 in 別表2 below.

When アメ粉 is thrown in, it is in the form of powder. However, once mixed with other ingredients, it doesn't retain the powder shape. (I don't think the sweetener is sprinkled on the surface of the medicine as in some lollies. ) Hence it's not necessary to translate 粉 part. That's why they allow to omit 粉 when listing アメ粉 as an ingredient of drugs.
