Nor do they write it off—as outside observers often tend to do—as a loose grouping of states that have nothing more in common than reservations about Western policies and positions. A middle position between these two extremes seems to be most popular in the Russian foreign policy-making community. Коллеги, а почему просто не назвать ШОС менее формальной организацией? Анжела верно поняла, что имеется в виду, но формулировка "менее институционально оформленная" кажется мне не совсем удачной. Она подразумевает, что у организации чего-то не хватает, не завершена орган. структура (отсутствуют учр. документы, органы, регистрация и т.п.), тогда как имеется в виду то, что инициативы ШОС не несут обязательного характера для ее членов.
