English term
a predominantly consistent subsurface

"In contrast to a brownfield site, defined as an area that has previously been developed, a greenfield site is an area previously undeveloped and therefore undisturbed with a predominantly consistent subsurface (Laidler et al., 2002)."

English term (edited):
consistent subsurface
Selected
tlo/površinski sloj ujednačenih osobina
you have to look at it in opposition to "brownfield sites"
On a "brownfiled sites" the surface and subsurface would be full or remains from the previous use of the site - building foundations, underground reservoirs of all kind, compacted soil in some places, partially covered with concrete, asphalt etc all sort of leftovers of underground cables, drainage etc. often in some spots heavily contaminated from years or decades of industrial chemicals leaking into the ground ... IOW very different from one part to the next of the site.
On a "greenfield site" the surface and subsurface would be the natural one - usually the same on the whole of the site (everywhere the same).
here "consistent subsurface" = tlo/površinski sloj ujednačenih osobina

Note from asker:
Da, ima smisla. No kada bi takav prijevod iskoristila u rečenici koju sam navela u primjeru: "...a greenfield site is an area previously undeveloped and therefore undisturbed with a predominantly consistent subsurface." |

Greenfield site
An area previously undeveloped and therefore undisturbed with a predominantly consistent subsurface.

Discussion
kənˈsɪst(ə)nt
adjective
1.
acting or done in the same way over time, especially so as to be fair or accurate.
"the parents are being consistent and firm in their reactions"
2.
(of an argument or set of ideas) not containing any logical contradictions.
"a consistent explanation"
IOW in the same way over time = no differences over time
Here, by analogy: no differences from one spot to the other = the "subsurface" is the same everywhere on the site
