restituir en el cargo y abonar salarios de tramitación
"reinstate" es restituiir (no es indemnizar).
"economically" se refiere a salarios de tramitación. Esto es, el afectado ha de reabilitarse/restituirse en su cargo y deberá percibir salarios de tramitación (dirante la duración del litigio, que no ha percibido).
No no tiene por qué volver a la mina físicamente (podrá desempeñar sus actividades en otro lugar, me imagino).
En fin, algo más de contexto vendría de perlas.

After posting a discussion entry, I decided to post an answer.
It means they'll resume giving him a salary and benefits, but he doesn't have to work. It does not state that the economic reinstatement is retroactive, so it means that, going forward, they have to continue to pay his salary and benefits.
It's possible that in another sentence they mention the question about back pay, but they don't mention in the sentence the asker posted. I think it is not resarcimiento, because that word implies retroactive compensation, which the English does not mention.
Example:
"... tendrás derecho a demandar la reinstalación en tu categoría en los mismos términos y condiciones que desempeñabas, al pago de vacaciones, prima vacacional y aguinaldo que se han generado y que se sigan generando hasta la fecha en que seas real, física y materialmente reinstalado, .."
