In the following sentence:
"Los arroyos de carpeta asfáltica que hayan sido demolidos se deben reponer con el mismo material."

My document refers to demolition of sidewalk and any other necessary for an underground high-tension cables line. The contractor has to restore what is demolished. I hope someone knows how to say "arroyo". This is not stream or creek.

Los arroyos de carpeta asfáltica que hayan sido demolidos = Any surfaces with asphalt pavement that have been demolished

En este contexto, "surfaces", muy lógico y nada complicado.

Gracias, Psicutrinius. That's standard Mexican usage. they tend to be a bit different. "Carpeta" is also "folder".
neutral patinba : Just curious, but with so many words in Spanish for "surfaces", why would they use "arroyos"?

Good point. In Mexico they use "arroyo de la calle" to describe the traffic or paved area of the street from curb to curb, "el niño fue atropellado en el arroyo de la calle". In Mexico use of language is a bit unique.
