Jedno z nich brzmi następująco:

"Etatyzm jest to pojęcie określające działalność gospodarczą państwa kapitalistycznego. Polega ona na zakładaniu przedsiębiorstw państwowych, tworzeniu udziałów państwa w przedsiębiorstwach prywatnych oraz na regulowaniu życia gospodarczego za pomocą środków administracyjnych. W gospodarcze, w węższym - bezpośrednie podejmowanie zadań w produkcji i handlu".

Albo także : "Etatyzm (fr. l'état - państwo) - zaangażowanie państwa w działalność gospodarczą poprzez ingerencję administracji lub bezpośrednie zakładanie przedsiębiorstw państwowych."

Kolejnym zjawiskiem społecznym była etatyzacja społeczeństwa. Jednostka
była umieszczana w danym miejscu w strukturze społecznej poprzez wyznaczenie
jej etatu. Otrzymanie etatu nie zawsze było związane z posiadaniem kwalifikacji
merytorycznych umożliwiających właściwe wykonywanie pracy. Efektem
etatyzacji społeczeństwa był zanik związków między kwalifikacjami a pracą
oraz deprofesjonalizacja. Zmniejszyła się również mobilność i rotacja
pracowników, następowało przywiązanie do raz otrzymanego miejsca pracy.
Awans i zwolnienie następowały wolniej i nie były regulowane rzeczywistymi
potrzebami. Praca tym samym straciła swoją racjonalność, zaś jej wykonywanie
przestało mieć związek z otrzymywaną płacą. Etat stał się podstawą roszczeń
wysuwanych przez jednostkę pod adresem jej społecznego otoczenia. Powstanie
cytowanego powiedzenia „Czy się stoi, czy się leży, dwa tysiące się należy”
było jednym z syndromów kształtującej się postawy wobec pracy.

The various calls for reform that fed into the powerful extra-parliamentary opposition of the 1960s and early 1970s were increasingly supplanted by "reform from above." This type of consciousness recurred in the United States later too. The beatnik and hipster were its precursors in post-World War II America. But at least three conditions were needed to give it any political influence. First, a high level of scientific and technological development, which fostered greater material abundance, on the one hand, and enhanced the role of technical experts (the “technobureaucracy”) who drove the traditional creative intellectual into the wilderness, on the other. Second, growth of the material wealth of society, a distinct saturation of goods and services, which (even in a setting of obvious inequality) created the impression that the accent might shifted to satisfying the prime spiritual needs. And, third, etatization of social life, which narrowed the existing limits of personal freedom and bred in the intellectual’s mind the fear of a “totalitarian threat”.

These (or roughly these) conditions did arise in the American society of the 60s and 70s, when currents directed to a so-called counter culture became fairly widespread within and without the New Left movement. It was largely within those currents that the radical-romantic consciousness took shape.

Fear of a society that swallows the individual, fear of the corporate technocratic slate that establishes control over society, determined the distinctly expressed antietatism of the radical-romantic consciousness. Certainly, it must not be regarded as a consistent form of market consciousness. It rejects the omnipotence of the market as it does the omnipotence of the state, but it does gravitate towards the market and displays objective hostility to state-monopoly capitalism, which is unable to satisfy its pretensions

What are the essential needs to be met by any reform of social services in the Visegrad
countries?
a) Need of decentralization – to bring the services as close as possible to the client
and thus make them sensitive to his/her needs.
b) Need of de-etatization and opening of social services to civic initiative, which best
knows what is needed and how to meet the needs, better that the bureaucrats in
the public administration.
