Je pense qu'il manque un mot dans cette phrase et ce pourrait être "of" i.e on the face of the Bill.
Mais je ne suis pas sûre de ce que signifie "on the face" ici :

Il me semble que dans le contexte, c'est ce qui convient le mieux. Il manque "of" bien sûr.

: doesn't make sense - the ST is about this Bill itself, so this "anti-slavery Bill" can not be referred to as if it was some other act to take into account while considering the main act.
