I am translating a document about the role of women in football and am having trouble understanding the above phrase.

Here is the full sentence:

Depuis 2011, la Fédération Française de Football a mis en place un Plan fédéral de féminisation, devenu un axe prioritaire de la politique fédérale, dont l’ambition est non seulement d’améliorer la place des femmes dans le football mais aussi de mieux structurer ses instances.

the word "streamline" captures the idea of improving (mieux) and structuring (structurer)
