"as of" vs. "dated" Both options are possible:

First: if {2} denotes modification date of the document No.{1} which actually could be issued/dated at another (earlier) date

Second: if {2} is actual issue date of the document No.{1}

If translator of your source had additional information (context) he/she was able to select correct option in this case

I think, mk_lab gave a correct explanation, but an inaccurate translation.
The phrase "[документ] № 51/2 от 21.12.2014 г." should look like "No. 51/2 dated 21.12.2014" in English. You can also use "d.d." instead of "dated".

"As of" means "по состоянию на [дату]", while "dated" means "от [дата]", e.g. Letter No. XX dated DD.MM.YY.

However, I must admit that variant "No. XX as of DD.MM.YY" is also possible/correct in some contexts (but we don't know the true context, do we?).

It could be correct.
You should take into account that {1} and {2} are not the actual numbers, but placeholders (variables) for for actual values.

So, one of possible actual representations of erxpression could be for example:
№ 18/925 as of 05.11.2014
