I don't think it's actually an award, is it? They're just saying this municipality has improved the most in that area.

As you know, PR texts are littered with "nej... roku" [not as an award], even when they have nothing to back up their claims. If this were an award, it would be relatively easy to Google. But perhaps it is - only Igor can know (from the rest of the text).

Leapfrog se říka anglicky tzv "voltům" přes záda, je to dětská zábava, kterou každý zná a dodržuje to slovní hříčku s žabkou.

Aby se to nepletlo s cenou americké firmy LeapFrog (LeapFrog Award), tak nazvat jak uvedeno "... of the year" případně pravopisem Leap-Frog, nebo dokonce Leap Frog.

Že jde přeneseně o význam "předběhnout skokem" tj "nejvýraznější zlepšení" dokládá leccos, např. https://twitter.com/joereden/status/433614478068830208
