Can anyone work out what this phrase means?

La demande de sa maman personne concerne est à exaucer.

This is in a letter from a school confirming that although the (absentee) mother is living overseas she does pay the school fees regularly and on time for her son who is at school in Africa (DRC). The sentence preceding the one I have listed is a statement confirming that the fees are paid regularly and on time by the mother.

I think "concerne" should read "concernée" - as in "the relevant person" or "to whom it may concern". The heading of the letter is "A LA PERSONNE CONCERNE" - I believe the letter is to be used as part of legal proceedings.

Heading The heading of the letter is "To whom it may concern". However the mother is "the interested party" or perhaps even the plaintiff.

the request made by the interested party... The mother's request should be granted. Presumably, the fact that she pays the school fees in a timely manner means that she is a "good mother" despite her absentee status. She may be applying for custody, or for help with school fees, but only the broader context can provide that information. If this is one document in a court case, the context may be inaccessible to the translator.

Exaucer means complied with, for anyone who's not sure.
Alternatively, could the (very garbled) meaning be "we have written this letter at his mother's request"?

The mother's request, the concerned person, should be granted

The request of the mother should be shortened by using the "génétif" 's . The sentence is already a little heavy in terms with the whole "the concerned person" term, that I think the abbreviation 's is quite necessary.
