I typically translate it this way, though I also sometimes come across instances where 各 works better translated as "the various;" i.e. "the various units subordinate to the Ministry..."

Comment: "I think in this case the meaning of "All units subordinate to the Ministry" and "all entities owned or managed by the ministries" is the same. I just wasn't sure how to translate 单位. Is there a way to split up the Kudoz points? I think Mr Hand and you were both right."

单位 includes companies and semi-governmental bodies (quangos), and it's helpful to clarify that
