I imagine that the programme won't remove obstacles so much as shed light on how to cope with them.

Clearing the Path to Canadian Immigration
I know this is really similar to another answer, but I think the different is important.
The path is rarely "Clear".
There are many hurdles.
"Clearing" is thus substantially different.
If the underlying service is more focused on providing informati nthan explicitly helping them to pass those hurdles, I suggest "Clarifying the Path to Canadian Immigration".
This isn't a specific critique on the situation. These pathways are never obvious to those who are not familiar with them. I have had to hire the services of consultants in other countries to ensure that I follow best procedures and don't screw myself. It's sort of the same thing. But are they telling people how to do it themselves (use alternate suggestion) or are they proposing to walk people through these steps (use main suggestion)?
That having been said, it would be nice if the government would make things so clear and obvious that people would not have to spend so much money on these other services. my 2c...

: I agree that the path is rarely clear. However, no entity really wants to be the one to point that out. From a marketing/branding perspective it's best to frame the program name in the most positive light possible.
