I'd say move from one department to another, not to from one department to "staff".
Of course delegated/handed over are correct, but I add another option (see Van Dale NL-EN).

: although I agree with ‘moved to’, I'm not so sure about ‘areas’. ‘production areas’ sounds more like ‘in the production hall’ or sth. I think this is more about the type of staff than the room where the work is being done. / aha! OK.

I see where you come from. I do not mean 'areas' as physical areas/zones, but in its meaning of 'department'.

A mix of Michael's and my response may do:
"moved to operational departments"
@Jack and Hans: Yes, exactly, we're talking about a shift from a specific support area (HR) to "de lijn".
I like "delegated to operational staff", and doing away with this "lijn" business altogether, but then, elsewhere, the text distinguishes between the "first line" and the "second line"; I don't think I can get rid of that. . .
So, you can move job interviews from HR to the line manager, which is not contradictory.
