I am actually translating from Portuguese into English but the Portuguese version does not make sense I hope someone can help with the English version. Thanks.

It may be a literal translation but that doesn't mean that it is wrong!
At the motor means just what it says - the torque is measured at the motor. Some torque will be lost in any gearbox (the subject of your other question) and any other drive elements.
Per motor simply means that there are multiple motors and these are the figures for one of them. To get the total, you simply multiply by the number of motors. There may be one motor per bogie, one per car (assuming that this is some kind of train) or just one each in the end cars.

: Clearly an exact and technically accurate expert native-speaker answer to Asker's question; IMO this 'disagree' is totally unjustified, as in this case the literal answer is precisely what is needed. The issue here is the correct use of 'au...par...'

: 'engine' almost certainly not right for 'moteur', which seems to be electric here; I think Asker's real query was the use of 'at... per...', which Terry has already explained.
