I understand it to mean that the threads are the same: cotton, silk, etc. but they have blended them in a new way, to produce renewed fabrics.
My reference is from Italy.

To accomplish this INVISTA is launching a new brand, LYCRA® Style fiber, developed specifically to meet the needs of the ready-to-wear market. 'Upcycling' seems to be a (relatively new?) term used when recycling something into something that is more attractive/useful. I've often seen it used for fashion/clothing.

I'll go out on a limb and say that from the context, this suggests to me that they are trying new mixtures to create new textures. There doesn't seem to be anything in the accompanying context to suggest that they are using recycled cloth.
