I just googled it and the photos aren't the best, but it has a stopper style cap that looks like it could be covered with a clear cellophane wrap.

CELOCIL, seems to be a type of "capuchón" or "seal" that goes on top of the bottle cap. Unfortunately I can't open these sites here at the office, because they are probably sales sites. But this may help someone find the correct name for in in English (Phil?).

The name does sound similar to cellophane. I think "dados y rodillos" might be die and rollers (perhaps for a type of cutting/embossing??) What do you think?

It sounds like a product name, but I'm not clear what the "dados y rodillos" are.
Based on the name and the dimensions, I wonder if it's a cellophane seal around the cap.

I think it is a Mexican industrial shrink wrapping brand name. It is like saying "Pampers" instead of "pañales."
