Safety or Security If, as it would appear, we are talking about measures to prevent illicit interference (acts of terrorism such as hijacking, bomb threats,etc.) this is definitely a security issue, not safety.

Sorry Phil, I will remember to provide more context in the future. These are documents for the "Ministerio de fomento de Espana". I only have 3 documents out of many documents given to several translators I believe.

This is the title of this section: INSTRUCCIÓN SA-14: “PROCEDIMIENTO DE CONTROL DE SEGURIDAD PARA LA TRIPULACIÓN DE COMPAÑÍAS AÉREAS”

This is the document's introduction: "El procedimiento descrito en los apartados siguientes establece criterios comunes de seguridad que deben ser aplicados al personal de tripulaciones y a sus pertenencias, los cuales por su relevancia e incidencia en el vuelo, así como por su vulnerabilidad, pudieran ser utilizados para la realización de actos de interferencia ilícita con anterioridad a su embarque en la aeronave."
