The text describes a possible revision to Regulation EC No. 882/2004.
"Mit dieser Überarbeitung plant die (Europäische) Kommission, Pflichtgebühren für ***nicht anlassbezogene***, amtliche Kontrollen einzuführen."

I'm not sure how to translate "nicht anlassbezogen".

Here is the rest of the paragraph (following my sentence):
"Bisher wurden die Gebühren von Kontrollen aus Steuermitteln gedeckt. Nun sollen diese Kosten aber von den Unternehmen getragen werden, auch wenn sich bei der Überprüfung keine Beanstandungen ergaben und das Produkt regelkonform ist. Damit kommen weitere Belastungen auf Unternehmen zu."
It sounds like the company who is producing or distributing the products would be liable to pay. It is not clear who initiates the controls - perhaps the authorities themselves?
