Literally, 'having met in council'.

'and the other priests who had assembled from throughout the priests’ district for the fifth day of Dios, on which is celebrated the king’s birthday, and who had met in council for the twenty fifth of the same month on which he obtained the kingdom alongside his father'.

συνεδρεύσαντες is a participle denoting attendant circumstance (Cf. Goodwin, Greek Grammar, §1563.7). Here, along with the article, it is equivalent to a relative clause.
